Adds a bumper sword that\'s actually a sword not a thick piece of metal

I liked the idea of a sword made from scraps but the bumber sword was just stupid. It's not even sharpened:S
So I made some changes to my liking and this is it.
Since there's a blade of the east and west I give you the Blade of the North:)
You can either buy it from Dale at the fort or you can find it in the dead horses camp (for now, I intend to place it at a more riskier place further on)
It got the same stats as the blade of the east.
Installation:
Just drag and drop in to the New Vegas folder.
