Adds more points to the vigor tester at Doc Mitchell\'s house so that you can start a game with a S.P.E.C.I.A.L. of all 9\'s.

Filling a request for a mod to give enough points at the vigor tester so that player can set a 9 for all S.P.E.C.I.A.L. stats. Also intended for those who prefer not to use the console or do not need the additional functionality that similar mods like this provide.
There are two files, one for those who have Old World Blues and one for those who do not. This is necessary as when you leave Goodsprings and have a chance to rebuild your character, if you decide to do so that script must allow you to select all 9's again for S.P.E.C.I.A.L and the script differs if you have OWB or not.
After you have passed the Rebuild Your Character event this file can be removed safely.
