UPDATE 11/27/11: Being a bit of a lazy motherf***er this took awhile but by the ever-omnicient power of the Google search engine, I have successfully eliminated the problem, which was that I accidentally made the .esp dependant on the Classic Pack pre-order DLC .esm Master. Look for the fixed plugin in the updates section. I apologize that this issue reared its ugly head in the first place.
This mod adds Ox30's "Plastek" Tesla Rifle to the generator room in the HELIOS 1 Power plant; not the tower, the NCR occupied area.
