Changes the service rifle to a burst-fire rifle, with projectile damage lowered to 17 per shot in a burst and base inaccuracy increased to 0.8500.
Bugs: May still fire 3 shots when on the last 1/2 rounds of clip. My care factor about this is zero.
This mod does not solve the NCR trooper's horrible marksmanship, though.
note: LOLOOPS i forgot to change the muzzleflash mechanic on the service rifle, should be fixed now (as of 6:29 PST)
