The NCR sent a small company to Zion to scout out the area for annexation with a group of Followers,

But what we do not know is two weeks after we head out to Zion the Legion win at Hoover Dam and cut us off from California, they then learn we are trapped in zion and promise the White Legs, and Dead Horses that if they united to destroy the NCR and followers in Zion

They will be allowed to join the Legion (which is obvs a lie) so we are trapped in Zion with no way out (given they destroy the Canyon entrance and thus we have to fight the Zion wildlife (Mutant bears, bugs and Ghost people who I am saying come out at night) as well as the combined tribes of roughly 600-800 tribals...

    My question is; why would the Dead Horses tribe ally with Caesar and their enemies, the White Legs, when Dead Horses follow Joshua Graham who is wanted dead by Caesar? I love the concept, but that's a pretty big plot-hole. Would make more sense if Graham and the Dead Horses were trying to drive NCR out of Zion, while the White Legs, bolstered by Legionaries and Centurions pinned them in from the other side. Just a thought

      Well the whole idea is based on Graham never surviving being thrown into the grand canyon thus the Dead Horses never meet Graham nor care for him..
