The mod I used was a FO3 mod which I have had for a few month's, so I can't do a direct link to the mod sorry, but I do have the mod name and creator so maybe google will bring it up.
The mod was made by Myth and is named TCO Armors. I was going to make this a victor replacement but chose to keep the look for myself
