Good news:
I've managed to get the rdt files working! What those files do is they modify how ragdoll behaves while armor (with rdt attached) is worn by NPCs. You can override the skeleton.nif so that when, for example, the power armor is worn, ragdoll will be more bulky, more stiff, etc...
They were used in FO3, but were broken and can crash the game in NV.
Bad news:
Modified ragdoll stays permanently modified even when you take the armor off of the NPC or even when using "resetinventory" to change armor to some other armor that doesn't have rdt attached.
Cool idea, but it is obviously unfinished. Shame.

For example, I've added rdt to metal armor, added the armor to raider via "equipitem" and it doesn't work, but if raider spawns with metal armor, then it works.
And if you use resurrect command on NPC and he spawns with another armor that has its own rdt then then new rdt will overwrite the old one.
EDIT: Scratch that. It works on player, but since player has to EQUIP armor, then the rdt is not updated with new one.
EDIT2: Sorry, I meant "additem" command. Npc will auto equip it if it's better.
Update3D doesn't work on rdt, sadly.
EDIT3: Again! Update3D DOES work. I used it on wrong armor before.
EDIT: never surrender
