The school of Alteration is my favourite magic school in the whole series, unfortunately, two of it's most important effects are very underwhelming in Morrowind.

This mod simply reduce the casting cost of Feather spells to 20% and Burden to 25% of their original costs, and also increase the effectiveness of stock spells, all Feather spells will have a 60 sec. effect duration, and all Burden spells have their magnitude increased by 4x.

The end result is that Feather will now provide you a real useful alternative for fortify Strength, and Burden will really stop enemies on their tracks (some spells have a whooping 360 magnitude).

For a future version, I plan to add more Feather variations to traders, Burden feels good already
