Disable Music & Interior Cell Lag Fix

This is an easy fix to an issue that I've faced off and on over the years with this game.
I know that others have had this happen to them before too, and finally here is a solution
to a seemingly unfixable, transient & elusive problem.

THE PROBLEM: Ridiculous lag / low & variable FPS, especially noticeable in interior cells.

THE CAUSE OF THE PROBLEM: Starting the game and loading a save where the music in the
audio settings was turned off (slider all the way to low).

The fix: Turn the music on slightly just for a moment, then the lag instantly disappears!
 You don't even have to restart the game or keep the music slightly on, you can turn it back off.
Just be aware that the next time you start your game with the music off that you'll have to
turn it back on momentarily.

    I have no idea why having the music off when you load the game would cause major lag / fps drop,
but this is the quickest of fixes. You can play with the music one notch over the end, but you can hear
it very very low.

    To fix the Interior Cell Lag and also disable all the music I have replaced all the mp3s with
blank mp3s. It works PERFECT.
