Ever consider the idea that Gavis Velas, the summoner from Mournhold, was actually hired by Helseth to kill the Nerevarine? First he lured her to his Manor by drugging his brother then letting her investigate? Surely his brother wouldn't actually think he was some powerful wizard without equally powerful drugs.
He then used the excuse of his murdered brother as a valid reason for the attempted homicide.
Drathas Reyas was in on the plot too. Hence why he talked about this 'mad' summoner before Ovis appears and attacks her. He probably pressed a release switch to let the poor, drugged man out. He then immediately mentions the Nerevarine should break into the dead man's house, rather than, say, alerting a highly-trained guard who is actually getting paid to investigate exactly this kind of thing. It's not like she didn't report it when the Dark Brotherhood attacked her, why is this different?
The real victim here is Ovis Velas, never forget.
Now that you lovely people know the events that really transpired in the Great Bazaar you can understand the tragedy. This mod adds in a small shrine and allows you to place a flower on it to remember the poor, departed Ovis.
