I've been made aware of a mod called "Ertur's Indoril Armor Mod". This gives you the ability to earn the right to wear the Ordinator Armor.
This might be what you are looking for instead.

Features:
Armor sold by merchants respawn
Helmets and Cuirasses are a bit more expensive to distinguish from other armors
Guards won't attack you for wearing the armor obtained in the following manners:

Locations:
Indoril Armor- Alusaron-Smith in Foreign Quarter Plaza (Vivec)
Her Hand Armor- Daron-Smith in Great Bazaar(Mournhold)
Enchanted Her Hand Armor- Only the helmet, cuirass, and shield are given by Almalexia after choosing a reward for killing her Missing Hand
(This is the only set you can get unless you use console commands)
