A very petty "cheat." The barrel at the beginning of the game where Fargoth's ring is (henceforth the "chargen barrel") contains both the ring and two items from the 'random_pos' levelled item. On a few lucky occasions during character creation I found a gold piece and/or a petty soul gem in the barrel. This mod fixes the barrel such that you will always find these two items in the barrel rather than a random pos.
Like, I said this is a very petty "cheat" which essentially forces the player to receive the two most valuable possible items from the barrel. It has no purpose other than giving your character a very slight boost. Nonetheless, it's much less annoying to find these items than, for example, a napkin and a worthless goblet.

devfox_staticchargen.txt - Readme file, including this description
-------- Install -------- Unzip devfox_staticchargen.esp into your Morrowind/Data Files folder and activate it in the Data Files menu upon starting the game. You may also unzip this readme file.
---------- Uninstall ---------- Delete devfox_staticchargen.esp and this readme file. Note that this may cause saved games already in progress to become buggy.
--------- Updating --------- No future updates are planned.
--------------------- Known Issues or Bugs --------------------- If this mod is activated on a saved game already in progress, you may find the two items placed in the barrel in addition to any randomly generated items which were already placed there, assuming you didn't remove them. As this is a minor bug and I haven't the faintest idea how to get rid of it, we've agreed to live and let live.
