Did you knew that 80% of morrowind's NPCs are below level 10 and some of them even carry "wrong" weapon for their class so they miss alot? So I found a way to make them hit you more reliably without touching them in editor.
Mod adds an item which allows you to buff all enemies in area.

Did you knew that 80% of morrowind's NPCs are below level 10 and some of them even carry "wrong" weapon for their class? Do their attempts to kill you while missing 9 times out of 10 look pathethic? So I found a way to make them hit you without touching them in editor. Also it is now leveled.
Mod adds item which allow you to buff all enemies at once in area.

This mod casts buff on NPCs that boost their stats, mostly their accuracy. So it affects any NPC (well as long as it does not have large spell absorbtion) from both vanilla game and literally ANY mods.

It fires buff "novas" upon you which affect anything but you (creatures and npcs). That buff makes attack more accurate depending on player level.
Try to equip it and see the rest. It looks like glass dagger in game, and like dwemer cog in inventory.
It is not equipable, but reacts on equip attempts.

Important note about "fortify health" component of buff: it is disabled by default, and it requires MCP fix for fortify health. Otherwise in some cases it will kill creatures and NPCs upon expiring. If magnitude is higher than maximum or remaining health of an actor and that actor took damage while was under effect it can NOT be healed  above "base" maximum health unless you enabled it in MCP and when effect ends it will substract its magnitude from what remains causing some fatal results.

upd from 25-07-2020:
-cleared some items no longer used like "manual use version"
-added some hysteresis and delay to "OnCellChange" behavior, which is now main trigger for buff when delay is set to something high
-script code made readable and polished in few places
-now 4 layer 100% spell absorbtion instead of 1 layer (due to engine bug or something it failed to absorb buff once a week, now should be million times less likely)
-options for increased delay between buffs up to 20 min
-longer buffs (50min)



07.05.18 upd:
-more options, see screenshots
-third type of buff: accuracy + evasion + agility + max health (Requires MCP fix!)
-removed speed bonus
-new time interval options: now from 30s to 180s
-optimisation
-options for "OnCellChange" behavior (I discovered that unloaded NPC get all effects dispelled)



16.05.15 upd whats new:
- now is starts from level 1 with +4 attack, so you will see how it works
- removed last message when countdown is finished
- sound warnings for countdown (as replacement for text which you may want to disable as it may interfere with reading subtitles)
- independent toggle disable/enable of sound and text warnings
- extra button for removing buff from PC if it somehow get on it (just in case, there is still no way to get it intentional)



24.02.15 upd: new version contains all things with all options and stuff, it's controlled via menu when using *toggle* item

It does not displaces anything you wear into inventory. Not even for one frame.

Best part is that It does not touches ANYTHING from vanilla game except adding items and urn on the table. So it is all absolutely compatible with anything. And I played alot with it already and with Morrowind Overhaul.

Buff adds leveled bonus to hit chance, evasion chance, agility (for resistance to stagger) and health.

Bonuses now rebalanced so bonus to acurracy is up to +51 (agility included) while bonus to evasion is up to +25 (agility included), bonus to health is up to +40 health flat

1-7lvl:      4 attack
8lvl: 8 attack/5 sanctuary (sanctuary is disabled by default)
12lvl:15/9/8 agility
16lvl:20/12/12 agility
