I couldn't find a mod like this, so here it is.
You shouldn't need 7,000 or so intellect to make a Daedric Tower Shield which uses all of its potential. Why can any npc with enchanting always succeed, while you have no chance?
Old formulae for success chance:
Enchant + .25*Intelligence + .125*Luck - 2.5*[enchantment points]
Constant: Enchant + .25*Intelligence + .125*Luck - 5*[enchantment points]
New formulae for success chance:
Enchant + .25*Intelligence + .125*Luck - 1*[enchantment points]
Constant: Enchant + .25*Intelligence + .125*Luck - 1*[enchantment points]
Keep in mind, this is if my calculations are correct. There is an unlikely, but present, possibility that the enchantment points modifier isn't 1, but 1.2.
