Tweaks the Birthsigns slightly, adds or modifies powers and abilities.

Tweaks the Birthsigns slightly, some of them I felt were a bit useless, such as the Thief, Sanctuary 10 points, its not really all that useful or representative of the Birthsign. Nearly all of the Birthsigns have been tweaked, some have new powers.
Nothing is horribly unbalanced, and there are no new Birthsigns added.
This is only a list of changes, if something is unchanged, for example the Warrior's Fortify Attack, then it is still there and will not appear on the list.
