According to the descritpion of the class, the scouts:

"serve as guide for travelers and traders, or work as advance guard and pathfinder for expeditions. know the geography of Vvardenfell, and the various geographic regions."

In my mod, they can take you to almost every place in Vvardenfell.

To start, talk to a scout about "my trade"(for example, to Arathor in the South Wall Corner Club, in Balmora).
It'll add the topics:

"travel across Ascadian Islands"
"travel across Ashlands"
"travel across Azura's Coast"
"travel across Bitter Coast"
"travel across Grazelands"
"travel across Molag Amur"
"travel across Red Mountain"
"travel across Sheogorad"
"travel across West Gash"
"I need a guide"

Then, when you are in one of these regions, using these topics, you may hire a scout to transport you to any cavern, daedric shrine, ecc...of the region where they are.
It works like the fast travel of the silt striders.
Only the scouts at the Ghostgate can take you to the Red Mountain Region.

If the scout is a high ranking member of a faction, will not offer his services to you, unless you also are a high ranking member of that faction.
If their disposition is under 35, they'll refuse their services to you.
The Ashlanders scout will take you to an Ancestral Tomb or to an Ashlander Camp, only if their disposition is at least 80.

In the Redoran Stronghold and in the Hlaalu Stronghold, there is a scout that can be hired like everyone else.

If you are in a place and you need to find a scout, enter a tavern a speak to the publican about the topic "I need a guide". The publican will tell you who are the scouts that live in that area. Also in the Ashlander Camps you can use the topic "I need a guide".
