Head to the Lucky Lockup in Balmora, and talk to the Redguard
priest, Agmar. He'll make his sales pitch, and even offer
to take you for a tour of the properties for sale, the
Temple Subterranes. Buy or walk away--you can come back
anytime.

After you buy a property, talk to Agmar for a history lesson.
He'll ask you to do a little favour as well. You'll have to
be able to take a few hits, but if you play your cards right,
you will have some help.
