Adds a stairway to nowhere as the title suggests.
It's located just out side Ebonheart and it's hard to miss.
Looks see through from the out side but works.
Just climb up and jump off don't worry you should land in the water and survive but
I've added more slaughter fish to the area so kill them all.
Then swim back to shore and do it all over again.
