Lowers the spawn chances of MCA's leveled lists, increases the chance of NPCs leaving, and removes willspawnothers scripts

Installation
------------
Place MCA v5.2 - Lite.esp in your Data Files folder
Activate the plugin through Wrye Mash or the Morrowind Launcher.

- Changed Chance None on the MCA leveled lists to 50% or higher. This way, at least half of the spawns will be empty
MCA uses a technique I will call "meta-lists" (lists of lists). Standard vanilla morrowind leveled lists contain entries for MCA Leveled Lists. Sometimes that list is actually another meta-list that only lists other lists. The result of this was that some lists actually had a 75% (50%->50%) chance of being empty.
