Adds a completely new radio station to Commonwealth "Sanctuary Radio"

This is an example of how you can create new radio stations using the latest version of FO4Edit. No, there is no need for official editor for such an easy task actually.
Right now it plays only 2 vanilla songs in a loop (Fallout 3 OST and Fallout 4 OST) with 5 seconds pause before the first composition. If you want to add custom voiced text, you need to create new DIAL and INFO records in FO4Edit:
Right click on Quest record -> Add -> DIAL
Right click on Dial record -> Add -> INFO
Check other vanilla radio station quests on how to implement that properly (sort quest records by Editor ID and check quests starting with Radio*).
You can attach conditions to scene phases to control playback based on stages of other quests for example. If you need more control over playback, use Champollion Decompiler to inspect vanilla radio scripts and Caprica Papyrus Compiler to create your own one.
Make sure that your transmitter reference uses unique XRDO\Frequency value, otherwise your station won't appear in pipboy's radio stations list.
