Gives player 40 SPECIAL points instead of 28 for a new character.

This mod does one simple thing. Changes the Game Setting of uSPECIALPoints (form ID 00078744) to 40 instead of 28, to match starting specs for previous Fallout Games.
The number can be changed using FO4Edit http://www.nexusmods.com/fallout4/mods/2737/? to give you more or less.
My personal preference is 35.
