In Fallout 4 enemy scaling limited by a minimum and maximum level for every location which then got determined when player visited said location for the first time (in other words, a location could be set to contain enemies of levels between 10 to 20. If player of level 5 entered the location, enemies would be at level 10. They would be level 12 for level 12 player and level 20 for level 30 player), they will not change exactly on each level, the level preset pattern that when you reach that level, they would appear roughly corresponding templates which form the most. In addition, they also have their own personal limits.
About this mod:
This mod do three things:
+ edit limit zone levels (Encounter Zones).
+ slightly increased level scale multiply (how much enemies can higher than you).
+ unlock enemies personal limit level (that means now they can scale infinity with player, all of them).
that's exactly what you're thinking, now they can, maybe some low level legendary npc can not, but the normal npc now can scale with you
Change log:
In alpha 2 version, limited of location has been removed, npc level may now rise a little higher but not higher than their personal limit.
I'm in the process of working to be able to remove their personal limits, and it needs to perform by hand, edit them one by one so it will take time to complete.
_alpha 3:
_xp scale 60% : decrease xp gain from kill to 60% of original (original-40%)
_npc health regen : enemies now can slowly regenerate health over time (1hp/s for most, some will have higher rate from 2-10hp/s )
