(FYI, I used the Encounter Zone Recalculation mod with this) It's seeming like this only works for interiors. I went back to both Corvega Assembly plant and Gorski's Cabin at level 30, and the enemies on the exterior of these locations were super low level, but the enemies inside Corvega were my level.

Forces you to push on for more rewards. If you just try to max your level it will make it worse. e.g. I turtled around sanctuary and got to level 15 odd then went into the front doors of the museum and immediately took a missile to the face because of the better armed more advanced raiders. Also tried an old save where I had quit in the boston library as it was too easy - just full of muties - this time it was full of warlords, primus etc. Lovely.
The other mods that make enemies your same level tinker with too many settings and it just becomes a mess - this is clean and simple.
PS If anybody actually ever reads this I highly recommend this with Endless warfare - but without the spawn points - use the increased vanilla spawns. Keeps the playability endless, as I play permadeath and if I make it through I start again and up the vanilla spawns to one more (now on vanilla + 9).
P.S. This mod doesn't need a DLC addition, as Far Harbour's encounter zones are set max level 255 (Which I think is the technical max, but at that point the endlessly levelling enemies (E.G. Mythic Deathclaw) are just going to be an insane damage sink) and Nuka World is set at 99. Makes you wonder if Bethesda realised imposing a level limit of around 35 to the Commonwealth was really, really stupid.
You're misunderstanding what the mod does. All it does is remove the upper level cap for enemy scaling. The minimum level cap remains the same and ensures that enemies will spawn close to your level. The only difference is when going into areas you have not visited before, in the vanilla game there is a max level that enemies have in each zone. This mod removes increases that cap to 99 so that enemies can spawn at levels similar to your own.
Simple, no bad addons, just makes adventuring less piss easy (even if thanks to FO4's stupid level locking it doesn't work on saves that have been everywhere).
Vanilla, just sprint around the entire map and you can lock it at minimum levels (and also leave all power armour as T-45 if you do it sub level 6) for the rest of that character's life. It does explain why everywhere I go and encounter a Yao Guai (where the next one from stunted is level 36, 1 level higher than all but a few areas in FO4), it's always a stunted. No more shall I see nothing but weak crap!
the video doesnt actually prove anything. it never shows the character's level, no enemy is ever shown to be higher than level 50. it really is just a video showing a over powered character destroying weaklings.
Must be to compensate for his horrible aim lul. I always found increasing the difficulty with one hand and giving oneself power upgrades with the other to be pointless. Anyways, when you reach lvl 99, your whole map is cleared already. Might as well start a new game or play another.

It's always fun to run into [skull] enemies.
Personally I removed the ITM Records from the esp as I don't see any reason for them to be in there.
