As a fan of Thief series, I just couldn't help myself but to make lighting a much stronger factor when sneaking. So I changed the following coefficients:
That's what I've used as a reference, a detection mechanism from Skyrim. I think it is mostly the same for FO4.
I strongly recommend using this with following mods:
Darker Nights (with appropriate detection plugin)
Fr4nsson's Light Tweaks (indoor only)

- fSneakLightMult: from 0.33 to 0.80. This should affect detection indoors.
- fSneanLightExteriorMult: from 0.50 to 1.20. This affects detection outdoors.
