I'm back, so this is the grand new line that disable shadow completely without any troubles, bugs. Thanks to our friend Scrabbulor

For the best performance, just install the new patch of game then lasted driver of your VGA.
After that head to your Fallout 4 at your document folder then open the Fallout4pref.ini
Edit these lines:
iShadowMapResolution=512
uiShadowFilter=3
uiOrthoShadowFilter=3
fBlendSplitDirShadow=999999.0000
iMaxFocusShadows=0
iMaxFocusShadowsDialogue=0
fShadowDistance=0.0000
fDirShadowDistance=0.0000
iDirShadowSplits=1
----------------------------------------------------
so It gotta be done now, the shadow would be completely disabled without flkering
My fps increase like missle run out the cannon :v

Wastenland 512
LOD distance scale (or something like that)
Vanilla texture optimized
and
the resort patch
