Rebalanced most guns to be in line with their real word ballistics.

Permissions and credits
Re-balanced most guns to be more in line with their real word ballistics. I am open to suggestions and criticism of my changes.
Most guns' muzzles mods no longer have a range penalty (this does not apply to laser weapons).
Laser weapons given overall damage buff to be in line with their expected damage output compared to real guns.

TODO:
Most heavy weapons stay the same. Experimenting with Flamer, Missile, and Fat Man damages.
Adjusting value and scarcity of ammo and guns to reflect these changes in a lore-friendly way. As of now, the changes give too much power to the BoS and Institute and in general any laser weapon users.
Not going to touch Melee weapons; I personally feel like the problem lies with the perk system, not the damage or attributes of the weapons themselves. Combat should in generally be overhauled to accommodate more melee tactics. This is beyond my current scope.
