Just to clear things, english is not my main language, so there might be some errors below.

'Bobbs' will add all bobbleheads to the player inventory, without increasing S.P.E.C.I.A.L. stats or giving the bobblehead perk, making them purely cosmetic (for use in the bobblehead stand);

Notes: 
You'll still receive a message saying your stat is increased, but you can verify that is not the case,
And that if you pick up the original bobbleheads from the game they will still give you the stats bonus or perk.

Install:
Place 'Bobbs.txt' and 'BobbsR.txt' in your fallout4 directory, where your Fallout4.exe is located (you can open said directory easily by right-clicking on the Fallout 4 shortcut and chosing 'Open file location'[dependig on OS you might not have this option]);
In game open the console (Default key '~') and type 'bat Bobbs' (Whithout ' ,not case sensitive by the way...);
You should have a copy of each bobblehead in you inventory now, and you may repeat the above step as many times as you want.

Uninstall:
Make sure all extra bobbleheads are in your inventory;
In game open the console (Default key '~') and type 'bat BobbsR'(Whithout ') as many times as you have extra bobbleheads;
Verify if all extra copies were removed and save your game;
Go to your Fallout4 directory, where your fallout4.exe is and delete Bobbs.txt' and 'BobbsR.txt'.

You don't need to close your Fallout to install or Uninstall and you can change the file name if you want, just remember to type 'bat <new name>' in the console.
