The survival food bug occurs at least in part because of a perk (HC_SustenanceEffectsTurnOffFood) that sets food magnitude and duration to 0 while a player is hungry. When food expires, a value of 0 is subtracted from stat modifiers, leaving the buffed value stuck. This file alters the perk so that only duration is set to 0.

When food expires, a value of 0 is subtracted from stat modifiers, leaving the buffed value stuck. This file alters the perk so that only duration is set to 0, leaving the magnitude unchanged and allowing it to be properly subtracted from stat modifiers.
This alters gameplay slightly in that the character will receive a moment of a food's effect, including a bit of healing (but not much). This file will not fix characters who already have stuck modifiers, but one can use Cheat Engine to alter the proper fields with a little patience and detective work.
