Patches the ghoul's spawned during radstorms (if you use that setting) and adds DEF_UI tags to settings tapes.

Unofficial patch for True Storms and Horizon.
This is considered a BETA until I am convinced there are no bugs or inconsistencies. If you find any bugs or inconsistencies please report via the bug tracking tab. I only offer support for the latest version of True Storms and Horizon. If you're using an older version of either I offer no support.
Summary:
1. Moves the crafting of the True Storms settings/config holotapes to the tech lab
2. Forwards a fix to the hazmat suit enchantment included in True Storms
3. Adjusts NPC stats of the radstorm spawned ghouls to match Horizon
4. Adjusts the leveled list of radstorm spawned ghouls to increase in level/difficulty at the same rate as other Horizon leveled lists
5. Adds DEF_UI tags to all items/perks
6. Change crafting material of fog filters to use basic circuitry instead of advanced
