If you haven't upgraded Sim Settlements to the latest Version 3.16 I highly recommend you do since doing so while in the middle of a city build seems to cause undesired effects (Missing Plot Beds and Clutter).

As with all my City plans it is best to use designers choice since many plots have been assigned a location for specific reasons. Not required but you wont have the experience that is intended. Any blocked rooms will open up in later stages, they are blocked to prevent building in them.
My required list of Mods will never change so don't worry about ever needing some weird no longer supported mod in your load order! I will also provide ESL files for those MOD hoarders like me with limited space.
Also included is a model edit to Red Rocket to remove the Pump arms so you can build more stuff under the roof.
