Use NMM, otherwise here are install instructions:

1. Extract the Data folder in the Fallout 4 main folder:

E.g.: For steam: (Steam/SteamApps/common/Fallout 4)

2. Go to "Documents\My Games\Fallout4" and open the file "Fallout4.ini":

sResourceDataDirsFinal=STRINGS\

4.Change to:
sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\
