All settlements unlocked that aren't related to the main quest or major quests. No bunker hill or Airport.

NOTE: The Castle will still clear itself if you complete the concord quest line and Preston should immediately go to the quest for retaking the castle. Build a generator, power up the radio, leave and come back and it should be cleared.
This is a cheat character I created outside of my main characters simply for use with Transfer Settlements. I just figured maybe some of ya'll wouldn't mind it too.
The settlements in the screenshot have been unlocked, any others have not. I tried to "find" as few of the world space places as possible to keep map clutter to a minimum. Workshops are unlocked but settlements are otherwise untouched.
Character:
Marisella using the preset of my female character.
Level 101
All perks unlocked, all SPECIAL maxed.
Never went near that demon spawn nag-fly known as Preston.
I do use mods. If you aren't using the same mods I can't guarantee compatibility. I used the minimum of mods I could without creating a nightmare for my full modded play through characters.
Mods:
To Install:
download and unzip to your "documents > my games > fallout 4 > saves" folder
To use:
When loading a game, make sure you click on "Show All Saves" it should hopefully show up at the top. Save and play as normal.
This save should always remain untouched because it was a custom named save through the console and should remain there as a backup.
