Occasionally, you will run into this bug that zaps your perception permanently down to near 1.  At present there is no fix, including console commands.  Previously, you could use the console and mod your perception stat back up, but this would give you extra perception in the perk chart - basically enabling you to accidentally cheat.  This very simple mod lets you create a new chem called "Bypass" that ups your perception indefinitely.  As this is a chem, the perk chart is unaffected.  

To use, just go to the chem crafting table and craft the new drug called "Bypass"
