What and why
I have no idea honestly... just felt like it. Seeing your kid being kidnapped and your spouse killed and being powerless to stop it destroys one's mind. I guess this time Nora just went Emo... I confess I have no idea what kind of style this is - if it's goth, punk, emo... whatever. They all seem to look alike anyway. Since Marylin Manson and his metal freakshows aren't part of Fallout's lore, I have no idea if it's "Lore Friendly" or not but what the heck, right?
Mods
Yeah you might need a few mods to make this work. Skin textures are up to you but I'll list the ones I am using.

Install
It is actually very simple. Looks Menu creates a Presets folder in the
following path (...) Fallout 4/Data/F4SE/Plugins/F4EE/Presets. Just
download the .rar file, extract it then place the .JSON file inside the
Presets folder. If you don't have the presets folder, try customizing
your character and saving the preset. It will automatically create it.
This .JSON file is named Punk. Simple and short.
