Reduces the Weapons Debris effect for Rippers & Mr. Handy Buzzblades for less FPS impact.

If you have Weapons Debris turned on, you might have noticed a severe FPS impact when using the Ripper and Mr. Handy Buzzblade melee weapons.
This small mod alters both weapons to produce less weapons debris, which should result in smoother performance.
Requires both Fallout 4 and the Automatron DLC.
Author's note:
Version 0.1 is attempt #1 at reducing weapons debris FPS hit while still keeping a cool effect on both the Ripper and Buzzblade. I can make it so there is zero effect, but then you don't get any blood, spark, or chunks flying off anything when you use either weapon. That's not very cool.
Once I find THE best combination, and get some feedback from users saying this really helps them, I will change the version to 1.0 and that should be the end of needing to make adjustments.
Please let me know your experience with this, good or bad, and I will keep fiddling.
