Initially the change I wanted to make was to change the legendary effect "Lucky" to be "Critical Hit Chance Increased by 1.5%" INSTEAD OF "Critical Meter Fills 15% Faster"
Even this small addition can not be attributed to me, the user Ashnal was kind enough to provide the alterations needed to edit this mod to me. If you plan on using this mod I would also recommend trying his mod by the name of V.A.F.S. (They do conflict with each other but I have included an optional file to resolve these issues) http://www.nexusmods.com/fallout4/mods/15875/?

The reason I wanted to do this was because as a player who never uses V.A.T.S. the legendary effect "Lucky" was wasting half of its potential for me, since I couldn't care less about a mechanic I will literally never even see. I felt that 1.5% was a fair amount of crit chance when compared to the 15% charge that it used to have.
Secondly I added a fifth rank of 'Four Leaf Clover' because I was not satisfied that NotSure700 left it at a 1.8% cap. I simply brought it to a nice integer, 2%
Finally I made the perk obtainable via a bobblehead that I placed just outside of Vault 111, this ensures that anyone who downloads this mod will be able to use it right away, previously it relied on a quest that only triggered once (the first time you leave Vault 111) This made it impossible to use if you were playing on survival difficulty, since you cannot access the console to give yourself the perk should the quest fail to trigger.

If you have an idea that you believe would better this amazing mod, feel free to suggest it in the comments and I will make an attempt to implement it. No promises on anything though, since I generally have no idea what I'm doing in the Creation Kit.

Optional Files:
Worse Criticals- This plugin reduces the damage of the 'Better Criticals' perk to 25/50/75/100. This means that a 4th tier was added, and the level requirements changed accordingly. This change was requested by Mortadella because the vanilla perk felt overpowered when coupled with random criticals.
VAFS Compatibility Patch- Using VAFS in conjunction with CHOoV can cause certain perks to break, most notably 'Four Leaf Clover'. This patch resolves those issues.

Installation:

This is a standalone mod, downloading this removes the requirement for NotSure700's version. Simply Download with NMM and you're good to go. If you are using VAFS, you will need both files. To acquire the perk, collect the new Bobblehead that is just outside of Vault 111

Updates:
1.1.4: Changed the legendary effect "Lucky" to be "Critical Hit Chance Increased by 1.5%" INSTEAD OF "Critical Meter Fills 15% Faster"
1.1.5: Added a new VAFS compatibility file and added a 5th rank of "Four Leaf Clover" that increases crit bar fill chance to 15.5% and crit chance outside of VATS to 2% per luck
1.2.1: Changed the way you acquire the perk, there is now a bobblehead inside the small shack located just outside of Vault 111 (this is the same shack that houses the button to activate the elevator.)
1.2.2: Bugfix to main file, if you are using 1.2.1 with the VAFS patch it will continue to function identically.
1.2.2b: Reuploaded because I had a deleted reference, this was apparently leading to a crash. I apologize for the delay in getting this resolved.
