Compatibility:
Near-perfect but not foolproof.
One of the default (hidden) perks (EditorID: PowerArmorRadResistPerk, FormID: 00204A55) has been changed.
I picked the one least likely to be modified by other modders, but you can check/edit using FO4Edit.

Future Plan...?:
- I assume that the stealth boy upgrade would be useless with this tweak. I'll do... something to compensate it when I get to have the upgrade in my play through. (or when I get a feedback regarding the upgrade)
- The script library provides a function CreateDetectionEvent, which can be used to alert NPCs. "Mod Detection Movement" option should make you extremely conspicuous when moving; however if the mechanism seems to be too flat (ex. NPCs detecting you from miles away) I could write some script in which the player makes "noise" whenever it moves.
