Adds the ability to craft Fidget Spinners at a Chemistry Workbench

This Addon adds the ability to craft at any chemistry workbench, a Fidget Spinner. Now I know it's four sided and in all honesty this Nexus page probably took longer to make, I forgot they're three sided and by the time I realised I already exported the Nif so bugger it, you get what you're given.
It grants 2 Perception and it slows down time for 30 seconds. BUT BE WARNED
BRODIES, you can become addicted and suffer a huge loss to perception; so be careful.
It Costs 3 Plastic, 3 Steel and 100 Caps to make. Caps added just so it's not too overbalanced. God forbid.
Future plans are to add Unique Fidget Spinners to NPC's and even Legendary Fidget Spinner weapons, Armour and Merchants.
I may have gone too far in some places.
