Makes Changes to Rad Resistant and Ghoulish perks for balance and role play.

Atom's Blessing

Requires Far Harbor DLC
Renames Rad Resistance perk to "Atom's Blessing" and gives it some flavor text. There are now 6 ranks to Atom's Blessing, granting +20, 40, 80, 160, 320 and 640 radiation resistance as you progress. The top rank unlocking at level 62.

Reasoning:
Since the Children of Atom have a natural resistance to radiation, this feels lore friendly and offers a better role play explanation for this otherwise boring perk. The vanilla stats of the perk made them borderline useless due to how radiation damage is calculated.

The level of radiation resistance offered by the perk is quite high, but consider this: Rad-X offers 100 rad resist and stacks, so you could take multiple doses and get the same effect.

Ghoulish

Requires Nuka World DLC
This changes the Ghoulish perk to make it more interesting and make it more of a role play option. There are now downsides to being a ghoul (as there should be).

Rank 1 now adds 10% to limb damage to simulate a weaker body.
Rank 2 reduces all charisma checks by 10% (and an additional 30% with Brotherhood of Steel) to simulate prejudice in the wasteland against ghouls.
Rank 3 unchanged
Rank 4 adds a 10% chance that unarmed attacks will produce a modified Glowing One radiation explosion (complete with the ability to reanimate nearby ferals!). To simulate becoming closer to a glowing one you get a 10% stealth penalty.

Notes:
Reanimated ghouls are always friendly. I haven't tested this enough to confirm whether or not the radiation explosion will agro non-feral allies (I assume so). As much as I would like to, it is beyond my ability to visually change the player into a ghoul. The downsides might sound like a big deal, but they are easy to counter and Rank 4 is so OP the perk needed some negatives.
