My vault type of builds on the Red Rocket Settlement.

Red Rocket is really not much of a settlement. A really low budget wont allow for much. So I used a mod to expand my budget and built a decent settlement. After export is said no mod needed. So I am not sure what will happen if you dont have a mad to expand the budget. I assume it will still build it. But max out the budget so you wont be able to add anything else. Unless you expand the budget.
