Adds the underarmor of the Operators Armored Skirt as a standalone item, & adds it to Operator settlement vendor lists so you're able to purchase it once you've begun your commonwealth conquest. It's strange to have such a well-modeled clothing item not be available to use on its own!

Has weight of 2, +2 to charisma, covers leg armor slots, and can be equipped with ballistic weave.

Created independently after seeing S1RGNT's mod (which replaces the Armored Skirt with his own unarmored variant), partly just to make a standalone version and partly as an exercise in modding. Enjoy!
