[EDIT] Sorry guys for delay. There was bug, when commands didn't actually add perks, but its fixed now. At least im 100% sure for Hacking. Give me a hint if pick locking on master lock work too.

What mod do:
Raising up Locksmith and Hacker perk on level 3 without level restriction or S.P.E.C.I.A.L restriction (erg-7 int for ability to unlock hacking lvl 1).

Open the .rar file and place the explorer.txt file in your Fallout 4 directory steamapps\common\Fallout 4\
In-game, open the console (default ~), and type in, without quotation marks, "bat explorer" , then hit Enter.
