This was kind of a split second decision. It's really just built on my personal taste for what I would like to see Sanctuary look like. Bare with me, I'm still learning the functions of the Creation Kit. This is my first ever mod, so it might take a few versions to really get going, but we all have to start somewhere!
Yes, I know, it's not exactly lore-friendly, as 210+ years later, the tree wouldn't look like that. My take on it was that this tree is like the Fountain of Youth. And in the appropriately named "Sanctuary".
I also cleaned up the street surrounding the tree of all debris, leaves, trash, dirt, and bricks. Also cleaned up the house with the workbench, to make it look like people actually spent time to live there, and even in some respect, cleaned up after themselves. Removed floor clutter, all Halloween decoration in all houses. Also removed all the large hedges that looked hideous, and would severely take away from being able to make Sanctuary look decent again. And removed (I think) all of the vines growing and hanging from all the houses, trees, poles, etc, as well as the Sanctuary sign, so you can actually READ it. :D
As for the underground base, it will be DARK. There IS a power switch, that gives 100 power right off the bat, but there isn't anything connected to it. That's up to YOU! If I decide to, I might eventually increase the size of the base, but this is a good start for now.
