I always thought the fight with Kellogg was a bit too easy. Here's the modifications I made for him, to make the fight a little bit more interesting.

I always wanted Kellogg to be a bit more of a challenge, it felt a bit lackluster to have him die so easily. So I set out to make him a little bit tougher and in the same time make the fight a little bit more interesting.
Below is a list of all the changes I made in the mod. (I only changed the base values.)
HP - raised from 150 to 450.
STR - now 5 instead of 0.
PER - now 7 instead of 0.
END - now 4 instead of 0.
CHA & INT - both are still 0.
AGI - now 4 instead of 0.
LUC - now 5 instead of 0.
Action points - raised from 50 to 100.
Level multiplier - raised from 1.5 to 2.5 times player level.
Damage multiplier @ player level < 15 - raised from 1 to 1.2.
Damage multiplier @ player level 15-25 - raised from 1.2 to 1.5.
Damage multiplier @ player level > 25 - raised from 1.4 to 1.9.
I also gave Kellogg both Refractor 1 and Toughness 1. (Not sure if those perks actually work on him. But I figured it wouldn't hurt.)
Optional files: There's a version of the stronger Kellogg but with no synths in the same room (the two that walk around with him). Made after a request by trakmiro.
Future updates:
Considering giving Kellogg some kind of radiation effect on his attacks and possibly mines or other kinds of grenades.
If the Synths in the same room are unique for that encounter, I might make them stronger as well and/or give them some unique weapons instead of standard Institute guns.
