The World has gone 210 years without you, why should everything change when YOU get stronger?
Any NPCs and creatures may be encountered from level 1, as can the weapons, armour and ammo gained from loot, vendors and NPCs.

Not knowing Abbalovesyou had already made Unleveled World, in FO4Edit, I went through the leveled item lists of all weapons, armour, loot, vendors, NPCs and creatures, and set their leveled list entry level to 1 if it wasn't already.
From the very start, prepare to face Raider Veterans, Mythic Deathclaws, Vampiric Bloodbugs, whilst having the chance to find the highest level weapons, armour and ammo.
In an existing game/save file, areas may need time to reset and adjust to the new levelled list entries. Try sleeping for 7 days in an
interior cell
Please let me know if there's any issues, and be VERY specific, including the location and type of container/vendor that you encountered it.
(1) In the Leveled Item and Leveled NPC record categories as laid out in FO4Edit. Weapon and armour mods are not unlevelled, but MyTweaks - Unlevelled Mods does that and I recommend running them together.

For versions indicating need for DLC, Automatron, Wasteland Workshop, Far Harbor and Nuka World are required.
100% compatible with Unlevelled Mods!
Conflicts will arise between this mod and others if they both make changes to the same vanilla records on the leveled lists.
