Ballistic Weave applies to Outfits based on Armor Slots occupied.

I found myself frustrated with Ballistic Weave in Fallout 4,
In my mind, the purpose of Ballistic Weave should be to make clothing a viable option in lieu of armor.

By default, its addition made certain outfits ludicrously strong by offering BW + armor slots, eg. Military Fatigues
While other outfits didn't have the option for BW at all, despite occupying armor slots.

To my knowledge, mod options were also limited.
They either added BW to all clothing/outfits - which left armor-compatible clothing still far too strong.
Or they allowed all clothing/outfits to have BW & Armor - which made all outfits far too strong.

The same issue applied to hats.
Without BW they didn't compete with helmets, but those few with it felt almost mandatory to wear.


This mod attempts to address the above issues, by redoing the way Ballistic Weave works.


To do this, I've separated BW into the 3 armor locations: Chest, Arms & Legs.

They are each approximately a third of the original BW strength, and total to be of similar value.
The cost of crafting BW has been reduced to a third also, as it takes using it in all 3 slots to gain the original defense bonus.

Basically, if a clothing/outfit occupies an armor slot, then that slot is available to have BW attached to it (with a few exceptions).


Most hats and some helms now also have a BW option, but it has been reduced in value to equal a sixth of default BW.


The goal was to make clothing options viable without simply making them all ludicrously strong.
However it was not to make 'all clothing options equal' as some outfits are still simply better than others, but hopefully not to the same degree as before.


Notes:
While I've tested to make sure it works, I haven't yet gone through to try each piece of armor in-game.

Although this mod is very simple, it's unlikely to be compatible with most other clothing mods.
For example, it will clash with any other mod which alters clothing & outfits,
And any mod adding clothing/outfits will likely only have the weakened 'chest' BW option available.

I've left Institute Killer weave as is (which technically has buffed it but it was fairly weak to begin with), however it only occupies the chest slot.
