Makes it possible to buy some workshop items from a vendor instead of needing perks. Adds a Builder to make your own shipments. Slight adjustments to shipment values and generators.

What this mod does:
This mod will allow you to purchase some settlement items from a merchant as a shipment. It allows you make your own shipments of materials. It also aims to better balance the cost of vanilla material shipments and generator power output.
Eventually I hope to give the vendor a more permanent home/store front (I need a good location for this, let me know if you have an idea!). More items to be available for purchase.
What you can currently buy:

Power and Shipment cost changes:
Small Generator power = 4
Medium Generator power = 8
Large Generator power = 15
All shipments of materials are valued using this equation: (base item value * number of items) + 100
Wood and Steel have new shipment sizes: Small= 50 Large= 100, all others remain the same (25/50)
How to use this mod in game:
The vendor, Tesla Joe, is currently located in Diamond City Market. He is working on a generator to the right of the surplus store. He has his own random lists so if an item isn't showing up try again later.
If you disable this mod you will loose the workshop items you purchased (just like any mod with added items).
As of V0.5 the item bases are set and future updates should not effect items you already have.
Conflicts:
None known. This mod shouldn't conflict with other mods unless it is changing the shipment values or generator power output.
