Couldn't find a mod that did this, so I made it myself. Removes the Training Perks from being able to be learned, ever. Makes the game that much harder, best used with something that gives more SPECIAL points in other ways like the Custom SPECIAL mod linked below.
This mod when used with the recommended mods makes the game feel more like and RPG than the vanilla game ever can because each character you make will have to be different. No ending the game with all 9s and 10s in all stats. Similar to how Fallout 3 and New Vegas worked.
Requirements:
Nothing!
Although you should use Custom SPECIAL if you don't want most perks to be behind bars.
Installation:
Just install with a mod manager and you're good. Load order shouldn't matter unless you have direct conflicts. Must start a new game and use this on a fresh character because of the way unlocks work. If you have issues using this on an old save, please don't come complain to me. Thanks.

Compatibility:
Nearly all possible mods.
Should be compatible with anything that doesn't edit these exact perks, even mods that edit other perks shouldn't mess with it unless they're really sloppily made. I couldn't find a mod that edited these perks, so neither will you (probably)
Changelog:
v1.1 - Removed the "TRAINING" from the title of the perks, and removed the "Now you instantly gain 1 point" from the desc.
