Adds a small military capsule to the V111 exit area, that gives the player access to a T-60 Military Power Armor frame.

I've been annoyed for quite some time that the snazzy Military T-60 power armor frame variant wasn't available to players in the base game, despite the military being present in the Commonwealth precisely when the bombs started to fall, so I decided to fix it.
As there were military guys at the entrance to Vault 111 when we were all hustled in, it stands to reason that they had to cut and run once the bombs fell and that blast wave washed over everything - I expect that all of the unprotected civilians in the area were severely injured (if not outright killed) by the flash and blast wave, but I figure the two guys in Power Armor were slightly better protected.
I've put a capsule building up on the plateau with the Vault entrance, and left some lore-friendly tidbits inside, along with a set of the Military T-60 Power Armor - you should be able to figure out what happened once you get inside. :-)
