Institute Weapons now do the same damage as Laser Weapons

I've seen one other mod out there that increases the damage of the institutes weapons to being 10% higher than standard Laser Weapons.

To make things more balanced, I've increased the base damage of the Institute Weapons to 24, which is exactly the same as the standard Laser Weapons. I didn't think it would be right to change this to any higher, as I wouldn't want to impede on any Unique Weapons.

Since all this does is edit the base damage, it should be perfectly compatible with consoles.
